Avoiding Zimabwe doesn't punish Mugabe AT ALL. It only punishes the people unlucky enough to be under his thumb. As a despot, Mugabe retains total power and will continue to drain the state treasury. Visiting Zimbabwe and pumping money into its economy should (hopefully) prop it up until the day that Mugabe loses his grip.
